Lloyd Parker is the Chairman, President and Chief Executive Officer of Contract Services, Inc (CSI). CSI is considered the preeminent base support and maintenance small business organization in the country.
Prior to joining Contract Services, Parker held various leadership positions at Bank of America, Ferrellgas, PepsiCo, Reebok International and US Airways. Most recently, Parker was the Bank of America’s Regional Executive for Los Angeles and Orange County. His responsibilities included managing a workforce of more than 2,500 associates across 200 banking centers in the greater Los Angeles metropolitan area. Under his leadership, the team acquired more than $2.4 Billion in deposits, representing an 11% year-over-year increase.
Previously, Parker was the Global Consumer and Small Business e-Commerce / ATM Sales and Fulfillment executive for Bank of America. In this role he managed sales for the largest consumer online bank in the United States serving millions of consumers and small business customers. Parker was also responsible for sales for the largest bank-owned ATM network in the country. His responsibilities included directing the online franchise in Canada, Ireland, United Kingdom, United States and Spain. During his tenure online sales grew from 2% in 2002 to more than 19% in 2006. Previously, Parker led the Commercial Card Account Management, Implementation, Marketing and Sales efforts for Bank of America. Under Parker’s leadership the team executed commercial contracts in-excess of $1.9 Billion in sales, including the states of Florida, Georgia, Ohio and Texas.
Parker held various leadership positions at America West Airlines, now US Airways, including Vice President of Distribution. At America West Airlines, Parker led a team of over 1,800 associates responsible for generating revenue through online equity investments, business to business channels, city ticket offices, contact centers, global distribution sales, e-Commerce and technology. Over his two and half years at the airline, Parker increased revenues 73% through the airlines’ primary distribution channels.
Parker has broad-based leadership experience in consumer and commercial sales and marketing, strategic alliances, contact center management, e-Commerce sales and marketing, strategic planning, technology and operations.
Parker earned a bachelor’s degree in accounting and economics from Marymount College. Parker obtained a master’s degree in business administration with a concentration in marketing from Arizona State University.

Dr. Lloyd J. Parker is Past Chairman of the Board, President and Chief Executive Officer of Contract Services Inc., (CSI), which he founded in 1989. Since 1995, Parker also served as Chief Executive Officer and President of LAPI, Incorporated. LAPI is the parent company of CSI, a Security and Base Operations Support Company in Anthem, Arizona and Junction City, Kansas. In addition, to running the companies, he was involved with Small Businesses and Politics. He is a leader, that’s well educated, experienced, a compassionate public servant that gets the job done! Parker was appointed to the Junction City Commission in 1995 and became Mayor in 1998. Parker was a 2002 Gubernatorial Candidate. Parker was born in a small rural town 19 miles southwest of Baton Rouge, Louisiana in Iberville Parish named Plaquemine, Louisiana where he was raised with a strong family tradition and a committed work ethic. He graduated from Iberville High School. He is the fifth generation armed forces veteran of his family. He is a direct descendent of “Troopers” Franklin and Ricks of the 9th Cavalry Regiment (1866-1944) “We Can, We Will.” The 9th Cavalry Regiment was constituted on July 28, 1866 and organized on September 21, 1866 at Greenville, Louisiana in Catahoula Parish.
During Parker’s tenure CSI experienced twenty-fold growth. His leadership was responsible and evident for developing Contract Services Inc., into a model Installation Level Logistics Support Services (ILLSS) and Best Value Offeror (BVO) firm, also adopted by Historically Underutilized Businesses (HUBs). In doing so, CSI has been able to leverage the experience and expertise of a labor force that consists of armed forces veterans. His legacy continues through the proven past performance track record of his achievements.
Parker founded CSI after serving almost 29 years in the U.S. Army. He retired as a Sergeant Major and a Service-Connected Disabled Veteran. He is the only enlisted man to hold the title “Community Provost Marshal.” Parker holds a Bachelor of Science Degree from Upper Iowa University. He is also a graduate of the Amos Tuck School of Business Administration at Dartmouth College, Advanced/Minority Business Executive Program, located in Hanover, New Hampshire and a Master of Science Degree and Doctor of Philosophy in Public Administration. He is also a graduate of Clark Atlanta University Advanced Minority Executive Program. In addition, he is a graduate of the statewide “Leadership Kansas” and the “Crossroads of Leadership” programs. He participated in the Department of Defense’s Troops 2 Teachers program.
Parker previously held a Top Security Clearance with a Department of State Contractor. Currently he possesses an active Secret Clearance. He is an expert in Dynamics of International Terrorism and a graduate of the United States Air Force Counterterrorism- School at Hurlburt AFB, Florida. He was the Garrison Sergeant Major, Deputy Commandant/Chief of Training for the First Infantry Division’s Noncommissioned Officers Academy, Command Sergeant Major of the 716th Military Police Battalion, First Sergeant of five different companies and Noncommissioned Officer-in-charge of U.S. Special Forces Teams for a Foreign Deputy Head of State’s Mobile Training Team (MTT) during Operations Ambidextrous. He has over 40 years of experience in leadership, management, supervision, law enforcement, physical security, investigations, intelligence, training, detecting Improvised Explosive Devices (IEDs) and Chemical, Biological, Radiological, and Nuclear (CBRN) materials.
Parker and CSI are registered consultants with the World Bank, African Development Bank, International Development Association, Asian Development Bank and the Inter-American Development Bank and the United States Agency for International Development. Parker was a delegate to the Inaugural Trade Mission, an outreach envoy to the Republic of South Africa; he was invited by the SBA and the Corporate Council of Africa (CCA).
Parker is the recipient of many Leadership, business and civic awards including “Kansas Small Business Person of the Year” and the prestigious “Audie Murphy’s Club.” In addition, he served on the United States Small Business Administration’s (SBA) National Small Business Development Center Advisory Board. He was recently recommended for the position of Assistant Secretary of Human Resources/Administration for the Veterans Administration. Parker also has held leadership positions in numerous civic, social, fraternal and charitable organizations. He was president of the local Kiwanis International Club and received the Kiwanis International Foundation “Table of Honor” and Kiwanian of the year. He was awarded the “Paul Harris Fellow” by Rotary International. In addition, he served in the following leadership positions: Honorary Chairman of the United Way, District Vice President of the Kansas Chamber of Commerce and Industry, Chairman of the Military Affairs Committee, President of the Retired Sergeants Major and Chief’s Association, Officer for the Chamber of Commerce board of directors, Chairman of the Kansas SBDC Advisory Committee and Grand Knight of the Knight’s of Columbus. Parker serves on the local bank board of directors, YMCA board, and was a member of the Governor’s Task Force. He was named to “Who’s Who among Executives and Professionals.”
He is married to the former Anita Jackson. They have four adult children and eight grandchildren.
